And I was wondering what are those batons for. Well, today I was semi-randomly browsing and got an answer.
They forewarn the drivers that their car is too tall and won't fit in the tunnel/gate/whatever it is a few meters ahead. And that "ahead" happens to be not in the picture — probably behind me when I was taking it. So, if you drive a big truck and try to go there, you'll likely see how those batons bang on your windshield, or hear them doing the same with your carriage. Won't damage your car, like the tunnel/gate/whatever walls would.
